So the Castillo underpass has morphed into a sentient being this morning:
The car engine quote about the underpass being on all cylinders almost made me spill my coffee. A real sound bite man.
This project seems to have been going on for years -- it's hard to believe them when they say it will be finished by late-January. Let's hope the new technology works! Anyone taking bets?

Heard once from a UCSB Geology professor that there is a fault line at Castillo. As long as the fault line exists, the area will always be wet.
I believe there is one too -- not to mention that the lower Westside towards the beach is in a flood zone and below sea level.
Hopefully, CalTrans knows what they are doing....
Mr. Carson, Ms. De la Guerra, I'm afraid your technical explanations are incorrect.
The reason the area is soaked is because CalTrans is all wet.
All they really know how to do is pour cement.
