Democrats have decided to allow a quarter-century ban on drilling for oil off the Atlantic and Pacific coasts to expire next week, conceding defeat in a months-long battle with the White House and Republicans set off by $4 a gallon gasoline prices this summer.

This Dem ain't caved in and won't.
This is one of those political wedge issues that conservatives inject into the political season to energize their base while driving more well reasoned people crazy. It's sort of like the Gay Marriage issue. The oil companies probably do not want to drill anyway. There is a good explanation. This Rachel Maddow interview of N.Y. Representative Slaughter explains or "talks" her "down."

It is a political calculation. After November, Democrats will hold a more secure advantage and can take up the issue with a more certain outcome.
They allowed the ban to expire in an attempt to take the issue out of the election. That ban will be back in place after November faster than Greka can spring a new leak.
Likewise, once Firestone (or Fred Flintstone) retires, the County Board can reverse position again and reunite to support the ban.
Then in my dreams, we'll all embrace Al Gore's challenge to go truly clean and renewable in 10 years.
